Clicking on the “See if I Qualify?” button will take you to Missouri’s Pre-Eligibility Tool used to determine if you may be eligible to receive the following Missouri benefits: Child Care Subsidy, Food Stamps, Temporary Assistance (TA), MO HealthNet for the Aged, Blind and Disabled (MHABD), and MO HealthNet for Families and Children (MAGI).
    • Use the “Apply Now” button to complete an application for benefits.
  4. How do I make changes to my information on an active case?
    • Use the “Report Changes” button to make changes to an active case.
  5. How do I check the status of my application?
    • Use the “Review my Benefits” button to check the status of an application and review benefits that you are receiving.

    • This is a link to a complete listing of all the Frequently Asked Questions for Missouri’s Family Support Division (FSD) Program Enrollment site.
  7. If it appears that I may not qualify for any Missouri benefits, are there any other resources?

    • The Missouri Pre-Eligibility Tool will allow customers to determine possible eligibility for benefits without the need to establish identifying information or creating a user name.
  4. What are the lists of buttons on the left side of the screen?
    • These are navigation buttons to access each page of the Missouri Pre-Eligibility Tool.
    • These buttons are also referred to as the Navigation Bar.
  5. Why am I getting an error message when I click on “Next”?
    • You must check the “I acknowledge that I have read the above information” box before you can proceed to the next page.
  6. Why is my information not saved?
    • Only Missouri FSD can determine your eligibility for these programs. The Missouri Pre-Eligibility Tool is designed to be a quick reference for programs you may be eligible for only.
    • The Missouri Pre-Eligibility Tool is not an application; you must complete an application(s) for services by completing, printing and sending the application(s) to your local FSD office.

  4. What do the asterisks (*) next to the questions mean?
    • All questions with an asterisks (*) are mandatory and must be answered to continue.
  5. What if I am moving to Missouri, can I complete this to see if I will qualify for benefits?
    • You can mark “Yes” to determine if you may qualify when you become a resident of Missouri. However, you may not apply for benefits until you are a resident of the state of Missouri.
  6. Can any member of my household complete this tool?
    • Any responsible member of the household may complete the Missouri Pre-Eligibility Tool questions.
  7. Do I have to be a member of the household to complete the Missouri Pre-Eligibility Tool?
    • No, any person with knowledge of household’s information may assist in the completion of the Missouri Pre-Eligibility Tool questions.
  8. Should I include members of my household that are not my dependents?
    • Yes, include all the individuals living in your household.
    • Include all unrelated members of your household that you purchase and prepare meals with.
  9. Why am I not providing my full name?
    • This is not an application but only a tool to determine which benefits you may be eligible for; therefore your contact information is not required or stored.

1.3 Household Members

  3. Why is the first member of the household default to relation as self?
    • The name you entered on the “About You” page is listed first as the customer completing the tool.
  4. Should a member of my household that already receives benefits be included?
    • Yes, include any individual that is living in your household.
  5. Do I have to enter each member’s relationship to the customer?
    • Yes, this is a required field for each member. Select the relationship from the drop down box for the “Relation” field. (For example, choose Child Related/Ward for a grandchild, niece or nephew residing in your household or in your care.)
  6. If I add more members to this screen, do I need to go back to the “About You” screen to update the total number entered?
    • No, you do not need to go back to the “About You” screen. Click “Add More” to add additional members.
  7. How do I delete a member if entered in error?
    • Click “Delete” to the right of the member you want to delete.
  8. How do I navigate between pages?

1.4 Household Members Details

  3. What is the definition of blind?
    • A blind individual is defined as one 'who does not have vision, with or without proper adjusted glasses, up to but not including 5/200, or whose best visual field is 5 degrees as tested with 5 milli-meter target or perimeter'.
  4. What is the definition of disabled?
    • A disabled individual is one who has a physical or mental impairment that prevents an individual from engaging in any substantial gainful activity, and which has lasted or is expected to last at least 12 months, or is expected to result in death.
  5. What is Medicare Part A or B?
    • Medicare is the federal health insurance program for people who are 65 or older, certain younger people with disabilities, and people with End-Stage Renal Disease (permanent kidney failure requiring dialysis or a transplant, sometimes called ESRD). The different parts of Medicare help cover specific services:
      • Medicare Part A (Hospital Insurance) covers inpatient hospital stays, care in a skilled nursing facility, hospice care, and some home health care.
      • Medicare Part B (Medical Insurance) covers certain doctors' services, outpatient care, medical supplies, and preventive services.

1.5 Household Income

    • Enter as total dollar amount per month ($/month).
  4. What is earned income?
    • Earned income includes wages, salary, tips and self-employment.
  5. What is Supplemental Security Income (SSI)?
    • SSI makes monthly payment to people who have low income and few resources, and who are:
      • Age 65 or older,
      • Blind, or
      • Disabled.
  6. What is child support income?
    • A payment that a noncustodial parent makes as a contribution to the costs of raising his or her child. This can be court ordered or not court ordered.
  7. What are “Other Sources” of income?
    • Other sources of income include Social Security, Veterans Administration (VA) Benefits, Unemployment Compensation, etc.
  8. What if I do not know this information for all the members of my household?
    • The Missouri Pre-Eligibility Tool determines the programs you may be eligible for based on the information you provide; be as detailed and accurate as possible.
  9. Can the information entered be saved if I have to gather some of the information that is required?
    • If you click the “Exit” button, the information you have entered will not be saved.
  10. It is possible I will receive income from other sources, but do not currently receive it (Child Support, SSI, Unemployment, etc.). Should I include the amount expected to receive?
    • Only include income you currently receive.

1.6 Household Expenses

  4. What is child support?
    • A payment that a noncustodial parent makes as a contribution to the costs of raising his or her child.
  5. What is dependent care expense?
    • Dependent Care expenses include the amount you pay someone to care for your child or other dependent and the cost of transportation to and from the facility.
  6. What is shelter expense?
    • Shelter expenses include rent/mortgage, utilities including, electric, water, sewer, phone, etc.
  7. Which medical expenses do I include?
    • Medical expenses include hospital bills, doctors’ bills, insurance premium notices, and pharmacy receipts.
  8. What are medical premiums?
    • If any members listed for your household pays dental, health, or hospital insurance, mark “Yes” for that member and enter total premium per month paid by that household.
  9. What policies should be considered as Medical premiums?
    • Medical premiums include health insurance, Medicare and Medicare supplements, cancer insurance, nursing care insurance, etc. Medical premiums do not include wage or income replacement policies, accident policies, life insurance policies, disability policies, burial insurance policies, etc.
  10. If someone in my household is required to pay an expense (child support, shelter, medical, etc.), but is unemployed and unable to make payment at this time, should I list the amount that is due?
    • Only list items you currently pay.

1.7 Household Resources

    • An estimate can be used. The Missouri Pre-Eligibility Tool determines the programs you may be eligible for based on the information you provide. Be as detailed and accurate as possible.
  5. What if I do not have this information for every member of my household?

    • The “Summary of Information Entered” will be used to determine, based upon your answers, which programs you may be eligible for. Please note that only Missouri FSD can determine your eligibility for these programs. This is designed to be a reference for programs you may be eligible for.
  4. How do I change information I entered?
    • You can change information by returning to the screen that the information was entered on.
    • There are three ways to navigate to previous screens:
      • Select the “Modify” button on the section that you need to change.
      • Use the “Previous” button to return to the screen that you need to change.
      • Use the Navigation Bar on the left side of the screen to select the screen you need to change.
  5. If I choose the “Modify” button, will I have to complete the information again for all the screens following that page?
    • No, you can move between screens without losing information.
  6. Will the information I entered be saved when I click the “Exit” button?
    • No, the information entered will not be saved.
  7. Do I need to print the “Summary of Information Entered” page?
    • No, however you will need this data again if you choose to submit an application.
    • You can print the “Summary of Information Entered” page by selecting the “Print” icon on the lower left corner of the screen.
